Tutorial: idle hints land when you pause; press-and-hold step gets an arrow and a highlight

Every action step in the opening tutorial picks up a 2-second idle hint. If you stop to think, a single line of guidance appears centered on the screen with your next move. Dialogue-only steps and the commit/opening beats don't trigger it, so the hint shows up only where there's an action waiting on you.
Turn 2 is the free-play turn, and the hint there is hero-named: it watches which heroes have been selected, positioned, and given a spell, and points at the exact hero who still needs to act. A hero who's fully planned — including one who's chosen to skip casting — drops out of the rotation, so the hint always names someone whose turn isn't done.
The press-and-hold step on Nell's L-Hook used to surface a small 'PRESS AND HOLD' chip on the spell card. The step now uses a purple highlight on the long-press target, an arrow pointing at it, and a plain centered instruction. The pattern is reusable, so future tutorial steps can call out a target the same way.
A loading-side fix rides along: a slow-connection check was wrongly downgrading normal connections, which on web swapped the opening cutscene's video out for static stills. Normal connections now play the cutscene as video again. The hidden trigger-outline overlay that some visitors were seeing drawn over base scenes on web is also off by default for new visitors now, matching the rest of the debug overlays.
